Faylaq al-Sham was formed in December 2014 from the merger of several northern Syrian factions including Tajammu Fastaqim Kama Umirt, Harakat Ahrar Souriya, and the 13th Division and others. The group was backed by Turkey's intelligence services and received weapons channeled through the Turkish-Qatari pipeline. Unlike HTS, Faylaq maintained a clear preference for political over theological objectives. It joined the Syrian National Coalition's military wing structure and participated in international diplomatic talks about Syria's future. The group fought in Aleppo before the city's fall and retreated to Turkish-controlled areas afterward. By 2016-2017, Faylaq had become one of the core groups in Turkey's Operation Euphrates Shield.
