Ghazaleh replaced Kanaan as Syria's intelligence chief in Lebanon and immediately inherited the most dangerous moment in Syrian-Lebanese relations — the lead-up to, and aftermath of, the Hariri assassination. His period in Lebanon ended Syria's 29-year occupation. His subsequent return to Syria, where he ran the Political Security Directorate, ended with his reported death by beating.

The Lahoud Extension and the Hariri Murder
2002–2005 — Anjar, Lebanon
Rustom Ghazaleh took over from Ghazi Kanaan as Syria's intelligence chief in Lebanon in 2002. His first major act was the coerced extension of Lebanese President Emile Lahoud's term — forcing the Lebanese parliament to amend the constitution to keep a Syrian-aligned president. Lebanese Prime Minister Rafik Hariri opposed the extension and the UN Security Council passed Resolution 1559 calling for Syrian withdrawal from Lebanon. According to the UN Mehlis Commission report, Ghazaleh was present at meetings where threats were made against Hariri. On February 14, 2005, Hariri was killed in a massive car bomb explosion in Beirut. The UN investigation pointed to a network coordinated by Syrian and Lebanese intelligence operatives including those reporting to Ghazaleh.

Death Under Suspicious Circumstances
May 2015 — Damascus, Syria
After the Syrian military withdrawal from Lebanon in 2005, Ghazaleh returned to Syria and was appointed head of the Political Security Directorate, one of Syria's four intelligence branches. During the civil war, he was reportedly involved in coordinating security crackdowns. In early 2015, according to multiple regional sources including Lebanon's NOW News and Al-Monitor, Ghazaleh was beaten by rivals within the Syrian intelligence apparatus — a reported victim of the internal power struggles that intensified as the regime battled for survival. He died on May 24, 2015. Syria's official cause was a brain hemorrhage. Regional intelligence sources and journalists reported the true cause was injuries sustained in the beating. No independent investigation was conducted.
