Asaad al-Shaibani spent years as HTS's face to the outside world — managing the organisation's relations with Turkey, Arab governments, and wary Western officials — before the revolution he served reached Damascus. Then he became Syria's foreign minister, tasked with turning a designated terrorist organisation's victory into international legitimacy.
