Biography

Nasser al-Hariri is a Syrian opposition politician who served as head of the High Negotiations Committee (HNC) — the primary opposition negotiating body in the UN-sponsored Geneva talks — from 2017. A lawyer by training and a former political prisoner of the Assad regime, he was jailed in the 1980s for his political activities. He led the Syrian opposition's delegation in multiple rounds of Geneva talks under UN mediator Staffan de Mistura and later Geir Pedersen. He navigated the deeply divided Syrian opposition — which encompassed exile groups, domestic activists, armed factions, and diaspora communities with different agendas — and attempted to maintain a coherent negotiating position. The Geneva process ultimately failed to produce a political settlement, but al-Hariri's leadership of the HNC represented the most sustained effort by the opposition to pursue a negotiated outcome.
