After the 2011 uprising began, Ali Mamlouk — by this point head of the National Security Bureau — became the key coordinator of Syria's security response. According to the UN Commission of Inquiry on Syria and EU sanctions documentation, his bureau provided top-level coordination between the four main intelligence agencies: Military Intelligence, Air Force Intelligence, General Intelligence, and Political Security. The Commission of Inquiry found that this coordination apparatus — which Mamlouk headed — directed the systematic detention, torture, and enforced disappearance campaign that eventually swept up hundreds of thousands of Syrians. US Treasury Department sanctions imposed in 2011 described him as 'one of Bashar al-Assad's closest advisors.' He was also documented participating in negotiations — serving as Syria's intelligence liaison to Lebanon, Russia, and Iran. He remains in Syria as of 2025, not yet facing international criminal prosecution.
